Civ menu for cops

Hello, i have been looking for a way to take the civ menu in island life and take it and make it a scroll wheel option. So say when you get pulled over by the police, you dont have to step out of the car to gain the civs information, you just scroll wheel and it would say Civ Menu and you can see what licenses they got and all
