Open and Repack config.bin?

Does anyone knows how to open and Repack config.bin?

To open you can use unRap , available with Kegety's tools. To create, I package my PBOs with BinPBO, which is part of the BI tools suite.

OR - Eliteness to unpack the pbo, unrap to open config, then BinPBO to pack up everything, it will pack your config.cpp and turn it into a config.bin.

Word of warning, Dont try edit and repack (game directory) default PBO's supplied by BIS if you ever want to rejoin an MP server. Your file signatures will be forever broken.
