Steam constantly redownloading Workshop mods

Did anyone have an issue where Steam would constantly redownload all subscribed mods? I had to unsubscribe from everything because of this. Is there an easy fix?

Same for me today. No reason, except a hard shut down of the PC due to loss of elec power. Not sure to understand if there is a link...

I opened a ticket over two years ago on this. At this point I highly doubt it's going to get fixed unless someone has very easy to repro step by step instructions. 

 

One of the devs wrote me a program to run while running the launcher and of course it never happened. They tried their best but couldn't see it. People have been reporting this ever since but it seems so random and spontaneous.
