Wikipedia says the downloaded version of this game is limited to three installs?
Is this true?

I'd like to download the game through steam but it hardly seems fair that i'd be limited to three installs.

the Steam version does not have limited installs. The limited installs refers to the D2D and Morphicon type releases which are essentially the retail version distributed digitally. Steam's version is slightly different and does not need the use of Securom, as Steam has it's own antipiracy measures.

I can't imagine where this would be put in place for any other sale, a car you can only drive 3 times?

You can deactivate an installation and in so doing restore your available install count.

Ive got download version with install limit and have already reinstalled 4-5 times on vista and win7 with no probs, i havent even revoked any of the installs. But i wouldnt buy download version again, i only did because release date in Australia was way after rest of world.

I did buy it from Morphicon, basically because otherwise i had to wait for several weeks longer.
If i had waited those weeks, the game would arrive just at the time i would go away for 2 months.
I could not wait that long on the sequal to Operation Flashpoint if i could have it earlier and there were language patches available changing German to English
