Still I don't think you can make an expansion with only 3d artists and texturists. Someone still has to bring those models ingame...
EDIT: Well is somehow reasuring to see an official statement that BIS can handle both game without making compromises.
Any ideas who will be the enemy?

I'm sure they've got that covered. However it does seem that they plan to work on the the core engine with this expansion. That will effect ArmA II patches... whether for good or bad I can't be sure, as surely any fixes/improvements they make in the expansion will also be implemented into original ArmA II.
Engine Bugs = Coding TeamLimited resource + Expansion Pack = Less effort to get the engine bugs solved.
Expansion Pack = Art team + more money for Coding team and support for game.
