Major lag/buffering inside large city?

So whenever I am in or flying very close to a large city, i get massive studdering and buffer spikes.. Plus my FPS will drop to like 20ish. what is the deal?

I have:

Q9550 @ 3.5Ghz

GTX 260 Core 216 @ 700/1475/1070

2Gb OCZ Gold RAM

XP 32 bit

24 Inch Acer

I run at

Textures: High

Vid Mem: High

Filtering: Normal

Terrain: normal

Object detail: high

Shadows: High

HDR: Low

at 1920x1080 res. View distance is only at 2000. I dont understand why I get this studdering!!! its really annoying... Can anyone help?

Lots of originally low-poly buildings are loading up their correct mesh and textures is the main problem I believe.

Ok so is there any way to fix this or is it a problem BI needs to fix?

The fix is lowering "Object detail"

Btw. with GTX260 I assume you can switch to v.high video mem buffer
