Steam & Arma: Game won't Launch.

Purchase: ArmA - Combat Operations. From Steam.

Problem:
When the game is selected from Steam and launched, the program says:

Error Signature:

His PC Specs:
PC Specs:
Radeon HD 4870.
Windows XP Professional.
2GB Ram

His Video Card Version: ATI Catalyst Display Driver: 9.2

The game does not launch, the game shows the few box'es with a few check marks. A second or so later, the error shows up. We cannot get further than this. If you could point us in the right direction we would really appreciate it.

We have also followed the Wiki and followed changing each one of these steps:

* Try running the ArmA game as an administrator, right-click the arma.exe and choose Run as.. and then choose the administrator account.

dont use steam. Just set a shortcut on your desktop from the arma.exe, its in SteamApps/common/arma armed assult. No need to ever run steam to run arma unless its to verify for the first time.
also all patchs will work, just make sure the path is to the arma folder.
