It's a feature making AI (even you) speaking so you can hear them if you are close enough (night attack, you hear SpecOps saying "2, attack that man, 12 o'clock", just to realize that this man 12 o'clock is your cold corpse now... hehee).
You can't disable this "speech" (considered as voice) without disabling all sounds (except music).

OFPTHOR's Voice Quiet. Haven't used it in a while(1.07/1.08), but I remember it shut up all the loud mouth soldiers giving away my position.
