What do you mean by "place an ammo crate" most of the mission I've been on, their ammo crates don't really have any satchels in them.

Simple....put an ammo crate on the map, and add this line to the init string:

"this addmagazinecargo ["PipeBomb",100];"

There ya go...100 satchel charges at your disposal!
