Weird texture problems and CTD

Hey all,

I've been having some weird problems as of late, whenever I get in game the textures on the buildings will start to act up, instead of changing from the low res version to the high res version they just stay low res. After a minute or so the game will crash to desktop.

I searched around the forums and tried some of the fixes people recommended but didnt seem to fix the problem.

Im using the 163.88 nvidia drivers, Im not sure if its these drivers or if its something else.
