Don't be too worried about updating video card drivers.
If there is no problem then you don't need to update. If you have a problem then trying different driver versions, also older, is necessary.
For example, I can't use the newest NVIDIA drivers with my 6600 GT. I get graphical glitches in more than one game if I do.
This is the kind of s**t we need to deal with when using personal computers. It's a good advice, often ignored, that if it works then don't try to fix it. Consider yourself lucky if it works.

It looks like it's running on LOW setting.
Why is that?

you may want to try sorting out your PBO files by date, to recognise the addon files that where left over when you did the re-install. Try removing it.
