I'd be extremely shocked if it wasn't avalible for windows and Linux
It's not been announced, untill it is, noone will know.
But, a good guess can be made from this : When was the OFP server stuff released in comparison to the game release?

No the dedicated server came out in September 2001 with version 1.20.
