The number are not exact, but they are close, AND when I say MAX PLAYERS and you bltch saying "nooooo I can host more" (I know you can) but these numbers are based on having little in any lag
past those numbers and your clients will start to see lag affects in different increments

my adsl is gives me 512-640+ mbits
i have a higher upload than download, i can upload @ 85K sec and download @ 60K sec.
a other adsl supplier gives downstream of 2.5 mbit and upload of 0.9 mbit

forgot.......ive hosted 18 players and none complained over lag, they even said it was probably the most lagfree ofp game they ever had......

i have...i quess im no-one then 
its officially supposed to be 512-512, but in speed test results and when uploading i get much higher speeds than i get when downloading.
downloading gives me a steady 60K sec speed...but uploading and if the receiver has good connection i often get over 80-85K sec.
i have higher upload, only because its rare doesnt mean its impossible......your dsl stats you mentioned has to be local btw, cos i have the crappiest dsl around and i have pretty good speed on it....many has the 2.5/0.9 mbit dsl..and you can get 5/1.5 mbit from that supplier also, but then it aint cheap anymore.
dsl is better than cable, more reliable too..less packet loss and things...doesnt get interfered/interupted as easily, but its no huge differences...what makes the difference is that dsl is always cabable performing at max speed, while cable is not (cable is often/always shared by others).

What is the most players anyone has hosted. I can never find a game with more then 8-10 people in it. Looks like it would be fun to play in a large game if it wasnt laggy.

on my Con with a T1 speed cable and my old 800mhz with 256 PC133 megs ram I laaged as server at 7 clients, not much lag, but that was because low CPU speed
I now have a 1.4@1.65 tbird (266mhz) 128 megs PC2100@2400 (256 by monday) and will be testing tonight
I can hold 16 players in Q3/SOF and many others while playing and serving (@ 800 mhz, 32 as ded server), But I suspect I can reach 16 players now while serving at 1.65 ghz, and over 20 with the ded server, more if I upgrade the ram, it cost me $70 for a stick of 256 meg PC2100, so I might bumb from 128 to 512
actually getting that many ppl to join to test is next to impossible, ppl are avoiding any servers past 8 players, it's rare to find a server with 12+ or so more
And since no one knows what the servr has for CPU and Net speed, no one actually joins to test 
I wish we could add that info to server specs
