try adding a roadway lod
It is Geo LOD
Have you added mass?
Are the components > 0.5m thick?
Get the plane flying - you'll not be able to walk through it then
its all working and flying the mass is 10.000 any higher? and 0.5 whats that thickness mean?
The Geometry LOD can't have textures, and all the parts must be named as Component 01, Component 02..., or just clicking in -> Find Components. Perhaps this is the problem.

i have something similar
i have a model, and it have a proper weight
(because i cannot go thru it) but
i can drive thru buildings and trees !!!
how to fix this? it is a texture problem?
(they do not apear in game but bulldozer is showing them)
It's probably the mass.Like the T55 monument in NOE2004(Nogova @004)You can walk through it.
Strange...................................oh yeah,i having the same prob with the factorys on Pc Polaris City.

Its all in the Geometry LOD , structure / find components .
