Soviets of that Era would use this kind of vest (if any at all)
Another example of an armored vest:
Soviet Soldier in Afghanistan,1984, note the Mosin Nagant still being used (this sniper didn't get issued an SVD yet).
He is also wearing the standard RD-54 VDV vest (it looks like he field modded it, it's missing the bottom part).

How common was body armor on Soviet troops in the 80's?

not that im a expert on 1980's era military, but i would guess if they could do w/out it, they would. body armor even if it's just a flak vest, would have to be very expensive to equip every last troop in a army as big as the Soviet Unions. i guess they figured they could make up the loss w/ lots of tanks and APC's.
The guy with the mosin rifle, that stuff he's wearing looks more like something he improvised to protect his body from the rocky Afghan soil in a shooting prone position than actual body armor.

His vest looks similar to the ones we have seen on the russian soldiers in opf:e pics.
Now i know where BIS got the standing animations from....
