This guy having the case is apparently fast enough to put on several sets of straps while the other guy is raising his weapon. If you are that fast then you don't need a bullet proof case

I carry a regular knapsack every day full textbooks and ocasionally a toolbox. I have a feeling it would have as much stopping power as that thing it I were to put it across my chest, but I wouldn't be trying to of someone was about to shoot me . It's amazing that people buy crap like that.
