Where can I get.......

Is there a UH-60 blackhawk that is the special operations version? If so, can give me the site??

There is one, I had one that was made by someone called Cumboy.  Go ask anyone at Operation Flashpoint Editing Center Forum about Cumboy and you might change your mind in wanting to get his addon.

There is one in Kegetys' addon collection. I never use it though.

I'd go for the TJP MH-60G "Pavehawk" at the OFP Editing Center Addons Depot, it's much more "realistic" than just a black UH-60.  I think that the downloads are still down, but will open up soon, I hope.
