My uneducated guess is that when it finally strike the ground, it doesnt have nearly enough energy to do as much harm as it does straight out of the barrel. ***After all, wouldnt all of its energy from the propellant bleed off as it travels through it's ballistic arc...and then gravity takes over?

I think the bullet would kill u if it would "fall" on your head,since the energy it costs the bullet to go up till the point it goes down again, would be almost the same amount of energy that it gains when going down again, or even more...
