Conquer the dead zone?

I have captured a neutral island by building a new command center, but the island does not turn blue (it's still green). Then I only get the task "Conquer the dead zone". What does that mean?

Yes. The building process of a command center needs a while and the island is one of your's as soon as the building is finished.
"Conquer the Dead Zone" is your default task. The Dead Zone is the region you are steering your carrier around. You are supposed to conquer it. "Conquer the Dead Zone" basically means "Win the Game".
