A little advice from the Eastern European members? [idiot abroad]

Hello all,

I am a gentle soul used to the luxuries of the Western world. I have been travelling around Europe and have just arrived in Croatia from Slovenian border.
When I got off the train I was in desperate need of the bathroom however when I entered the mens room I was confronted by this strange ....... thing!

After about 10 minutes I decided to give up the prospect of using this strange contraption and retreated to the hotel.

I was wondering in hindsight if some of the enlightened members from Eastern Europe have and explanation why you use these things instead of a normal toilet ? :P

I am going also to :

-Hungary
-Slovakia
-Czech Republic

Will I be confronted by these horrors again.....
