Arma 2: CO- Harvest Red - Badlands - cannot build HQ

Hello,
I have czech version of Arma 2:CO with patch 1.60. I'm playing Harvest Red campaign and everytime i try to build NAPA HW from my mobile command center, my character is "teleported" into the sea. I tryed same action on multiple computers, start mission several times, switch game to english and even latest beta patch. Everytime I deploy HQ my character is moved to the sea. I'm building base at default place, where is mobile command center parked. I even tryed to move APC to a different places, but I didn't get build menu there. Is there any way how to avoid this issue?

Exit HQ APC and then construct HQ by standing next to HQ APC and using its action menu instead of beeing inside it yourself. The game gets confused when HQ APC which can be entered changes as HQ building which can not be entered, so game moves character to some default location which in this case is at sea.

Would have found it yourself by simply searching with keywords "badlands" and "sea".

This should be finally reported as A2 CIT bug. Any volunteers? I'm too busy right now.
