No entry 'bin\config.bin/CfnInGameUI/MPTable.shadow'. Please help

Every time I try to start Arma 2 OA it says No entry 'bin\config.bin/CfnInGameUI/MPTable.shadow'. and then after I press OK it will say " Error compiling pixel shader PSSpecularAlpha:0 . Also when I verify the cache on steam it says that its missing a file and will instal it but it does not. and I have instaled and uninstaled the game 3 times. Please Help!
