I think the determining factor is that the police officer was on his own initially. Rudy Eugene was a former American football player, a very large athlete with heavy build, it would have been impossible for the the police officer to overpower him and would probably have resulted in serious injuries / death of the police officer as well.
His assessment to open fire to protect life was probably correct. If you look at the pictures of Eugene (muscles like Arnie) and the Liveleak pictures and the extent of the injuries to Ronald Poppo, a harmless 65 y/o man, there should be no recriminations against the police for this, the officer did the only thing he could.
If anyone should be criticised it should be the idiots who have no greater goal than finding something else to smoke, drink or snort to cover their own inadequacies. I will never understand it. No zombie outbreak yet, just an epidemic of people with drug induced psychosis being treated to indefinite 'holidays' in secure hospitals after attempting to hurt others.

As its been said, I think an individual that is charged to the nines on drugs with pure rage and adrenalin to rip into someone's face with his mouth, is far from average scenario to align with other police mishandling & excessive force mistakes. Tazer maybe, but then one miss fire of the taser and its your face on the line, so to speak.
If someone has commited themselves to canibalising someones face off then its fair to say standard procedures might be a little tame.

News Papers and old Fashioned Broadcast have to find a way to sell, they have massive expensive overheads like the Lies Corp board and all their backroom staff to support, this is after all why ALL Man Bites Dog! stories exist, and ALL old fashioned News media are in decline; as any one with a blog or page on Facebook can do better stories at a 100th of the cost and 100 times more efficiently.
Zombie Apocalypse is just another desperate throw from a declining industry.
