Try to download the latest Nvidia PhysX software. That solved the problem with missing X3D Audio for another guy.
do i need to reinstall or restart? i am new to this which probably doesnt help

Download the software and execute it. If it's installed already, then it will be updated. If a reboot is required you will be told. But it never hurts to reboot after installing/updating software.
im still getting the same error message. It says the application has failed to start because X3DAudio1_6.dll was not found. Re-installing the application may fix this problem.

Would purchasing the game make any difference or would it result in the same problem plus me being out $60 as well?

Purchasing the game makes no difference if an important part is missing. Are you absolutely sure you have installed the latest DirectX9. Download the latest version from Microsoft and try again.
Alternatively I could pack you the .dll and upload it for you, but if you're not experienced with computers, or Windows I think it's no good idea to let you go deep inside the Windows system folders.
It's a bit strange that it doesn't work for you, at latest by installing the full DirectX9 and Nvidia PhysX software you should have that file.

I have no idea what this means but im willing to give it a shot haha. Can anything catastrophic happen?
do i need any updates from Arma 2??

I'm a bit short of time now, but I will pack you them and write a short instruction on what to do.
What Operating System you have? Windows7 I presume but 32 or 64 bit? You can find out by right click on Computer and selecting Properties.
Not familiar with ArmA2Free, so can't tell for sure but I would just try and install the latest patch. In worst case you have to uninstall ArmA2Free and install it again when the patch doesn't work.
Also see this thread, eventually the solutions there work in your case too.
If that doesn't help, please create a DirectX Diagnosis report and post it here.
To do that, enter in the search field in your startmenu 'dxdiag'
When asked if you want to check for signed drivers, answer with no.
In the program go to: Save all information and then save the file on your desktop.
Close the program and go to your desktop, find the 'dxdiag.txt' and open it with a texteditor (doubleclick)
Now copy&paste the text from this file here, or even better: paste it here and just post the link shown after you pasted the text so I can review your system components.
