"arma2.exe - Bad Image" error when i start game.

hello,
Just bought the game and installed it and i went to start it and run as administrator too, and i get a Bad image error Also reinstalled it and still gives me the bad image error (Bought it off of steam Arma II and OA).

"arma2.exe - Bad Image"

"C:/Windows/system32/XINPUT1_3.dlll is either not designed to run on Windows or it contains an
error. Try installing the program again using the original installation media or contact your
system administrator or the software vendor for support."

Also i posted this on steam forums too but answer from anyone.

If anyone can help that would be great.

Did you installed DX9? Might solve the problem.

I just did all of that and still the same thing.

XINPUT1_3.dlll <-----this file is the problem and i reinstalled directX alot of times so far.

try doing a verify integrity of game file on steam library

Already did still nothing. same error.
