    gpu usage at 25%

i checkt the usage of my card, because the frames where so low. and
the whole time the usage of the card was only on 25%. thats very strange!

fps would be higher if the game would use more of the power of my gtx580

do others also have these problems ??

driver: NVIDIA GeForce 285.38 Win 7 Vista 64-bit

    I don't have these problems at all with a 460. Usually it's around 80-98%

There is no master plot; there is no system; the only thing consistent in this world is inconsistency.

My 6950 is running at 99%, though I have everything set to Very High. I had to back down the view distance to approx 6450-6500 before it would allow for Very High in terrain detail though. If you go a little be higher, it forces you to use High detail. Go to far and it forces normal detail. No matter because that is far enough I think.

Should rather mean that the selected settings / scene / mission are CPU / MEM / HDD? limited as opposed to GPU?
Perhaps monitor those things and see if you can increase performance in the component that is the current bottleneck.
