Know of Any Driving Games That Allow Modding?

Does anyone know of any driving games that allow modders to make and import their own cars?

Any Google search I come up with for modding cars typically ends up bringing results for real cars.

rFactor and games based on its engine like GTR2, Race 07...

NFS Shift and Shift 2 have some mods but modding was never officially supported.

I remember giving that a go once, impressive and enjoyable but a bit of a pain to use with a keyboard. Will have to try it again if it's still free see how it's changed.

Ripped A2 content in GTA? What was that then (without linking anything obviously)?
