What is the other setting?
I think the other one you mean is "HDR quality"
That is the bit depth for the HDR effect. (High Dynamic Range)
When set to Normal you might see banding in sky gradients at dawn or dusk and the ground will not shade as smoothly through dawn and dusk transitions.
High will smooth out the gradients and colour changes.

Yes, there is an fps impact otherwise there wouldn't be an option
Its not much tho.
Personally I have it on Normal. I can't see much difference.

Oh, This is a very good addition!!
Sometimes the HDR becomes a little jumpy (especially when using NV), and it gets a little difficult to see... so much so that ACE had an option to override it.
Great to see they've made it into an option!!
