Salvage truck?

I can't find information about this truck anywhere.
What are the requirements to spawn one?
I notice there's a little tools menu in the last tab of "Purchase Units"
But I can't click it, what is required?
Also, If my HQ blows up, I can't get another?

The salvage truck is used to salvage vehicles or basically clean up you could say.

There are no requirements to spawn/buy one, just buy it in the light vehicle factory. Its cheap by standard.
But even if you don't the command or game spawns one and does all that. Not very good but thats another story. :)

about the tool menu, I guess build a base first or light factory, thats all.

If you're HQ blows up your opponent has won, standard.
