Cross hairs missing and can\'t go to 3rd person view

Cross hairs missing and can't go to 3rd person view. Ok what did I do and how can i fix it? help please it is driving my nuts.

Did you check the difficulty settings in the option menu?
Veteran mode has a lot of things disabled.

Just select cadet mode, and enable everything, see if it works now.
