what is this load echoing russian voice on Manhattan?

Playing the Manhattan mission. Recently a load speaker echoing russion voice has started up in loads of villages and its really load and getting on my tits. Surely it not intended to be going constantly. What is it? Can I shut it up. It sounds like its supposed to be some Cheraus propaganda thing but its too over the top.

Any suggestions?

I tried, but had no success either.

I mean, it's okay when the propaganda voices as one voice, but when it echoes into what seems to be 3+ voices speaking over themselves, it's really painful to the mind and the ears.

I think the developers wanted to have an effect close to a PA System, but the end result really painful to hear.

It's everyone's TVs and Radios with the news about the Red Square bombings. Don't see any way to turn off.

buts its really load, on all the time, repeating the same thing. Its driving me made. Its sounds so fake. Its right in your face all the time. I want is off. Its crap.
