smugglers in manhatten

Ok, I have timed it right on capturing the female, once she was extracted safely with no incident. The second time we where ambushed but luckily we wasted the enemy from the safety of the apc and she got rescued again, the third time we where ambushed and the helecopter never turned up and she ran off. However I know the next awkward task of being at the right place at the right time is getting the smugglers, I have read on here about what village to find them in but i cant seem to capture them. Where and when is the best time to catch them?

The smuggler drives by the winding road next to enemy base and the northern side town.
If you see him, you should get a radio message about it too.
