CTI - Cheat, Hack or bug buying units with money from other player

I played today cti and then it happen 4 times, that I get a message that a motorcycle or a chopper be ready and arrivied and I pay for this. But I never ordered this units and the units are not in my group ?

what is going wrong here ?

Edit , join other server and fraps it

at position 00:41 you see both units arrived

I never open Buy unit menu, whats up there ?

Commander can buy ai for you. Doesnt cost you. This is a feature in CRCTI This isnt even a bis mission check this thread for this MISSION (http://forums.bistudio.com/showthread.php?t=73993).
