Odd Russian type Commentary in sp game ?

Just playing through the SP campaign now all of a sudden I have some background Russian (guess) commentary happenning...

Is this a feature I can turn off or a ...bug... ?

Basically running around and can hear in front of me some conversation that sounds pre-recorded when I hit certain triggers in the map.

Metabolli version with Engrish mod (added as -mod).

Are you doing the Manhattan mission, past a certain point? If so, it's a radio transmission coming over the loudspeakers in towns. You can come closer to it and it gives you subtitles that tell you what's going on.

Yes its that mission. Ok thanks, not got subs on but will trun them on now so I know whats happenning.

It could be news from the civilian radios being heard. I've experienced that several times.
