I put a bunch of Russian soldiers "protecting" this man while he gives a speech... and they just run around looking down corners and being bad..
How do i make them stand in the place i put them and stop moving?
I don't think waypoint would work.

try set the AI behaviour to safe or careless, that is if its the same as in ofp/arma1.
no idea if that is gonna work with what they do in A2, dont got it yet, so cant test it :)

Also, not putting them in groups might help :)

You slap em in the face and tell em to hold still! Actually, place a waypoint just in front of them that says HOLD - And in safe mode with weapons lowered. Dont place them in groups either. just try the hold waypoints and see
Here si the setup I used that worked fine and they stood still :) But might wanna have Combat mode set to "Hold Fire - Engage At will"
And here is a video just to show you :) Good luck!
or just put:
this DisableAI "MOVE" in their init
As said above it also depends on what you are going for.
If you want to be a non enemy to the soldiers and speech giver then all you need to do is ungroup the soldiers.
If you are making it so that you watch them through binoculars from long range or something but dont want the soldiers to react to you being there then you do the one two posts above me, the post above me will disable their ability to move but they will still shoot at you if they spot you as an enemy.
When soldiers are in a squad they will form up on the squad leader in the default formation.
