I've completed this mission changing the plan (following it the 3 platoons did not survive):
first taking out the Shilka
then calling for CAS
then ordering the 3 squads to attack the surviving troops

You probably didn't get enough points. Try stealing an RPG from an enemy and taking out the BMP in the counterattack yourself. Or wait for the tank to be hit once then "steal" the kill with a second shot. Other than that just try to take out more soldiers or even the stationary BMP in the airbase.
