Red dawn mission. need help! (where is guba?)

Okay im stuck on the red down mission. Ive tried several things so far. I drove to the docks in the nemy territory, but Guba never came. I trued searching for the scud but never found it. I tried laying an ambush, but he never came!

How do you beat this mission?

Where is guba so i can arrest him, or where is the scud so i can lay an ambush or blow it to bits?
