How to use cpbo?

How to use cpbo? I don't know what is "Run from windows explorer to associate it with directories and PBO files, after which you can extract PBO files by double clicking, and create PBO files by right clicking a directory." in the readme file. How to do to extract files in pbo file. Can anyone tell me?

click cpbo.exe. You see message about associate cpbo with PBO files, press OK. Then all pbo'll have icon as cpbo.
To unpack press rmb on pbo file and click 'extract'
To pack press rmb on any directory & click 'create PBO'

I've done with pressing on the exe. but I still can't do it. After the exe reply done. The pbo file icons remain constant and pressing rmb buttom can't see extract exist.
