I just spent 15 minutes trying to explain to people how to vote a Tker out. Only three got it after I explained it 5 times. The other people just continued writing "stop it! kick the noob".

So he won.. The server was hijacked by the TK'er and nobody could play there. The voting thingy should come in menues.

So that people that don't know how to write commands (even when spelled out for them) can vote.

Good point, ArmA isnt very newbie friendly!

yep, a very good point. (Remote) Control and voting in OFP & ArmA is still very bad.

Each vote should be displayed as a menu somewhere on the screen (best in one of the corners) and people should be able to vote yes or no by clicking buttons. However, the amount of votes should be limited (e.g. a server side setting to define the delay between two votes) and the menu shouldn't block the players controls so the player is able to ignore the vote menu and continue playing.

Perhaps you should spell it out on this thread? it may save you many more explanations in the future.
