Need to convert JPG to PAA/PAC

I'm just starting out with modelling, and I need a good tool to convert JPGs to PAAs or PACs, from what I've searched the forums for so far, TexView is what seems like the best tool.

I've visited this (http://www.flashpoint1985.com/docs/textview.html) page and tried the download.  It won't download though I get an error that looks like this:

Any ideas why this is happening?  Is there anywhere TexView is mirrored?

Hi lads, I cant get these textures into damned paa or pac either.
You mentioned trying to use this PAATOOL, but your link didnt work .
I managed to locate a source found here ~
