Okay, I want to script a cutscene part way through a mission, when a squad reaches a certain point on the map...
However, the squad has waypoints after the waypoint where I want the cutscene, and so whenever the cutscene starts, all of the soliders continue running to the next waypoint leaving the player standing looking like a dumbass on the spot.
What I want to know, is how can I get all of the soldiers to stop moving until the cutscene finishes.
What command in the script do I have to use to get them to stop moving, and then start again at the end???

In the WP were the cutscene starts (where you want the soldiers to stay still), type in the condition field something like moveon
In the cutscene script, just before the End Script command type

that way when the cutscene has ended, the moveon=true command will then allow the AI to move to the next WP.
NB: Make sure the 1st WP does not trigger the cutscene script, instead use a seperate trigger or something to activate it.

shouldn't that "moveon" condition be in the condition field of the way point thats after the cutscene

It should be in the WP where you want the cutscnene to happen, that way the soldiers will move to that WP and wait till the cutscene is over then move on to the next.
