Did you by chance install DirectX after installing OFP and not the other way around?

Run DXDIAG and see if it find a problem with your DirectX installation. It may be as simple as re-registering some DirectX DLLs, as happened a couple of days to another member.

OFP needs DX8 or later, it doesn't insist on DX8 only.
