How do i reconfigure the config.bin,open the .ace

I have been trying to make a sound mod and so far its complete,I just need to trouble shoot and adjust a few sounds.But I am just doing it in the wss file way and I wanted to use more sounds by using the config.bin method.I also downloaded a few addons and I cant open them, they are .ace and .pac files.Can any one tell me how to do this?

*.ace can be opened with WinACE, *.pac are texture files, you can open them with TexView 1.1, and you can find an editable config file here (http://flashpoint1985.com/breathe).
