I've made some good experiences with acrylic car polishing.
Also good for scratched and therefor unreadable CDs.

Well, I would have consulted a paintshop for the color closest to the present color tone (sun matte and all), applied the paint in thin layers and when it has dried I´d use some rubbing to make it blend in to the surronding area. What car is it and what paint? It isn´t metalic I hope for your sake.
A sonic welder will do the job. Car dealers use them all the time to fix cracks on the dashboard of a car.
