v1.3 laser designator...so where is it?

I've seen other forums mention that there is a cool laser designator that comes with v1.3 that one can use to paint targets for artillery bombardment. I just upgraded to v.1.3 and am replaying the missions, but have yet to see this cool new addition. When does one get to use it (i.e., what mission)? or is it an add-on beyond v1.3? or is it only for multiplayer games? I want to watch the shells fly, so please clue me in!

There are no mission of such using the Laser Designator
that I know of. But don't take advice someone else might have a different say to the matter.
