Who decides?

Who decides what 'mode' (cadet or veteran) you're in during a multiplayer game? Is it the server, or is it your end? Just wondering, because I'm new to the game and last night I was in veteran mode during a flag fight game. I didn't get any info on the map. I want to be able to decide for myself, plus it seems a little unfair for new players.

the only TK I do is on my snipers in the dark, thats just to hard
