Civilian cars', Jeep and UAZ tires deflate when shot once, but it seems to take a bit more firepower to take out the tires of other cars/trucks ... maybe this is simulating stronger military tires?

Yep. That's what it simulates.

The boat deflating is another matter, it can probably be cured by lowering the damage it can take.
