You'l need DePBO.exe, StuffPBO.exe, wssdec.exe and wsscod.exe (these are for compression and ddecompression of game- and sound-files)

In addition, you need a good sound editor and a good ear. I just swap sounds from other addons to my own collection of sounds using this tools, so I cannot tell you anything about the real sound synthesis.

You need to depbo sound.pbo, convert the wss files into wav format, and use some sound editor to edit the sounds. Then yu convert it back to wss and stuffpbo it.
