That sin't the SDK, the SDK is a grouping of tools put in a user-friendly manner with documentation into a pack and released to the public. This is BIS's modeling tool, but rather it looks like a model viewer.

You can creat models with lots of different programs, but you will not be able to put them into the game without the SDK.

U cant create new models with SDK, yto ucan only export tehm to OPF format.
